How It Works

FOC member states have repeatedly gathered informally for consultations in different forums to reach a common approach in their efforts to defend Internet freedom and human rights online.

These gatherings have successfully helped to coordinate the FOC member’s endeavor for internet freedom in institutions such as the Internet Governance Forum, the United Nations Human Rights Council, UNESCO and the Organization for Security and Cooperation in Europe (OSCE).

The FOC hosts annual multi-stakeholder conferences that aim to deepen the discussion on how freedom of expression on the Internet is helping to promote social, cultural and economic development. The fourth conference of the FOC is going to take place in Tallinn on 28-29 April 2014, and will be hosted by the Estonian Ministry of Foreign Affairs.
